It is very positive. Normally appellate proceedings operate on the Rule of Finality, meaning there is no right to appeal until all proceedings are concluded against all parties.

Under such a Rule, Amarin would have to go all the way through with HealthNet to either summary judgment or settlement or trial, before having the right to appeal the dismissal of HealthNet.

Now with permission to appeal at this time, rather than having to wait for the conclusion of the HealthNet portion, the process of potentially achieving an optimum result in the Delaware litigation, has been accelerated.
