You call the police when a crime has been committed and they conduct an investigation. The fact that they need a lawyer speaks volumes that they are on the losing side of this and cant resolve it themselves and need professional help to ATTEMPT to resolve it in their favor. This raises the question why do they need a lawyer? Maybe the rules aren't being enforced or are being manipulated. Also, there is a difference between breaking rules and manipulating them. The HF are very familiar with the rules and don't seem to mind paying a fine on occasion, as it saves them $$ in the long run.
