Interesting. Always thought the opposite in regards to locked shares. So many strange things like dark pools and dark fibers. They are supposed to close out short positions, but if the SEC doesn’t enforce then… I think hedge funds look at it like, I’m probably not gonna get caught but if I do then, I’ll just take the fine which will be way less than what they stand to mage by illegally counterfeiting shares that they never intend to deliver.

You're not telling the truth - you clearly DID say you can't short penny stocks.
