The insiders are getting RS'd with the rest of us. If it continues to rise afterward they will benefit just like the rest of us. VSTR just Rs'd, still has the "D" and has only risen since, they are getting a symbol change and I expect $QUTR will too. Not all RS's end up in a leach field.
