That's how scam works, the company lies with a bait and switch ploy to sucker victims, the victims become forced to support the scaminal doings as it is their only chance of recovering their losses. Yes, thousands of criminal associates have become involved here now that everyone is a bagholder! True, the new associates are probably not as seriously involved as the scam sponsors and they probably never intended to become involved but continuing to be involved is not good clean living.
