They have already met and publically supported the doc. Likely minor changes have been agreed to before their public statement

Completely agree. So to get this out, they need to vet the minor changes (I mean just internally at the FHFA) and also address each of the comments made to the draft (they will likely consolidate the comments/issues) and also vet the responses (again, I mean internally) to the comments through a lot of folks. This is a very important document (preaching to the choir, I know) that will set a lot of ground rules and its important that it be clear and unambiguous - as much as is possible. A lot of eyes need to review this before it goes out.

However, with the draft rule, I think that most of the delays getting it out (I expected it in mid Feb or there abouts) were to external political/judicial concerns and not the bureaucratic processes needed to produce the document.
