MC does not want us know the plan ahead of official announcement.

If one goes by WH memo, MC can not create conditions that will make it impossible or difficult for FnF to get out of conservatorship.

MC has to clearly show that conservator has created necessary and sufficient conditions that will make it easy for FnF to exit conservatorship. That is the job of conservator.

MC can not simply put the responsibility on FnF alone as a regulator while continuing to work against FnF business model.
