I got the following explanation from Similarweb which I personally don't completely understand, but Alexa uses similar techniques for estimating:

We take a very unique, multidimensional approach to how we collect our data. We use data extracted from four main sources.

Thirdly, we implement an automated technique of capturing and indexing public data from over a billion websites and app pages every month.
Lastly, we leverage a growing dataset of hundreds of thousands of websites and apps that share their directly measured analytics with us.
We then transform all of the data sources into intelligent estimations across all sites and apps for all geographies.
