He said if name change is not done by 4th then he would reduce the shares.

He didnt say he will reduce by the 4th.

Big difference.

Folks thinking the magic will happen by the 4th may be dissappointed.

More likely the 4th + whatever time it takes to actially go the the process of reducing the shares.

Just looking to level set the expectations a bit.
