Exactly.
There could be many people in on it. There could be many more who are involved but not in the know.
On a need to know basis would the ones behind ever inform one on the grand scheme of things. The fewer who know the better.

Han Zhiming was gagged, i believe, by the people who actually know something about the stock, i.e. higher up management. He does not know anything but is simply in charge of the charge/swap station project in China, which by the way will be solar powered when they do come out.

One confirmation obtained by the investor who went to China was ZJMY's manufacturer for solar power panels that will be used to power the new standardized and subsidised swap stations.
