...I repeat...IMHO the "salary cuts" announced last earnings report...said all and signaled: "We ran into issues getting BP to bite and we have a lot more distance to go before getting to the finish line" "We need to conserve cash or otherwise we will run out before we can put it all together"

IMHO...management had gotten a strong indication that no BP partner was going to bite at this stage of trials even with somewhat positive trial results.

Time is not a friend to management...
