This project being talked about is to be within the city limits of a town called Camanà.

As a first phase in this project, GPGC has agreed, with the Mayor of the district of Nicolàs Périola, Jesus M. Maldonado, to install 30 MegaWatts (MW) of electricity within the city limits of Camanà and has signed a PPA to start engineering and final development in January 2018.

Google's view of Camanà doesn't look like a rural fishing village.
