I think you are referring to the Seventh Plenary Session which meets a week before the Congress on October 11th. This is where they finalize things like changes to the constitution:

"The three reports will be further discussed on the seventh plenary session of the 18th politburo, scheduled to kick off on October 11, one week before the 19th National Congress of the Party, which will elect the new lineup of the country’s most senior leaders in the new Politburo Standing Committee."
