It is maxed out. According to the company they miscalculated the amount of shares outstanding. Just under 1.6 billion non restrictive shares outstanding, roughly 400 million restricted.

Normally this discrepancywould be a red flag for me, but considering they are trying to get the CE removed and spent all this money filing back financials, I don't see why would risk dumping the shares while the CE is still attached to their company.
