Yes, the website is not live but if you type in info such as /products after pao.group the website pops up just like you said. the site is not all connected as it is not "live" but the site exists.
The site looks great and has a lot of goodies on their, once the full picture of the company and clinics circulates this thing will explode and the MJ connection will be direct and well known.
As far as the recent dilution, I think it might have been needed to open clinics, but also might have been needed to finance the website development. It is a pretty intricate site and if HIPPA compliant would require a great deal of development and high level work compared to most OTC websites
