Sometimes E*Trade will have buy restrictions, while another broker such as Ameritrade won't have them. It's hit or miss. I've seen it the other way around too.

TradeKing is also good. I have yet to encounter any restrictions with them.

I'd suggest having these four.

ETrade, Ameritrade, TradeKing, and SureTrade.
