This Agreement is neither a funding agreement as defined in 35 u.S.C. § 201(b) nor a cooperative research and development agreement authorized under the Federal Technology Transfer Act of 1986, as amended, 15 u.S.C. §§ 3710a et seq. , and Executive Order 12591 of April 10, 1987. NCATS enters into this Agreement pursuant to the authority of the Public Health Services Act of 1944, as amended (42 u.S.C. § 241).

So what EXACTLY is your takeaway SV? This just states that THIS agreement is not a funding agreement. Also, who pays the bill of researchers helping Regen progress? So I'd say there IS a financial benefit to this collaboration.
