I have Scottrade elite and can buy. It depends on your account type. It's a huge risk and so they try to limit people from purchasing.

I have scottrade and they told me they don't allow trading on this security and a lot of penny stocks. I opened a brokerage with Fidelity and was able to get shares earlier this week. Once u setup your fidelity account u have to call them to advise you're interested in trading penny stocks. Once u call them they'll go over some verbal disclosures and you'll be good to go.
