Why do you think there wasn't a filing to reduce the A/S from 4.5 billion? Of course he knew this would happen where the O/S would grow because of these conversions. If you don't plan on borrowing money in the future with toxic lenders, why wouldn't you reduce the A/S since you obviously don't need it to be that high to begin with?
