5 figures may not be much for a start but it can also grow as they become more reliable in the eyes of the US Govt. Kinda like trust a new person doing something until you prove you are worthy, contract price could rise... Imo

50% markup?

Remembering I have no international trade experience, but have been doing business for more than 25 years myself, a 50% markup on sugar sounds absurd.

And to get said contracts these people would likely have to be the most cost effective for the purchaser out of all bidders?
