Not sure how the R/S helps

I assume they were near maxed out O/S equaling A/S. If they do a 1:20 R/S then they have 90% of the A/S available (O/S is reduced by the 1:10 ratio) to sell against loans and other diluting factors.

Why is every one gung ho about the R/S?
