That seems to agree with the release of this youtube video a few weeks later:

So, what we know is:

1. the poster and youtube video were available 1.5 years ago meaning they have been able to do this "post processing" of silicon for a significant amount of time.

2. Moustafa Mohamed has since graduated and accepted a position at Microsoft.

3. The group has published with acknowledgements which include Lightwave Logic so we know they have been working with the Perkinamine EO Polymers.

4. Other researchers at the University of Colorado have been publishing significant papers (relevant to the EMTNano project but not publicly tied to it, yet) in conjunction with MIT, IBM and Micron.

It is probable that all of these researchers are aware of Lightwave Logic and their EO Polymer technology. They are likely under legal constraints to not divulge any details of the current status of the research. I am not convinced that they would trade on privileged information as has been suggested.
