Shin, Those are just recommendations from a Presidential Commission. Not sure how much traction - regardless of how logical they may be - they will have with much of congress.
Looks like a double edge sword, could be good for citx. I am Leary of out right Partnership. The Government can have a heavy hand, I prefer private funding. No question over ownership especially after the "you didn't build that" comment by the one.
