On the surface you'd think it's good but its really hard to say for sure, for whatever reason the market doesn't seem to like it, why i'm not sure. I don't think we have enough information at this time to conclude one way or another. I think the company should ensure to include a more detailed explanation as to why they have decided to withdraw this at this time in their next PR.
It wasn't feasible for TRTC to raise $50 million with the financials they have filed.
TRTC had revenue of $560k and cost of sales was $558k - that points to a very inefficient operation.
It would be interesting to see what the SEC comments were to TRTC on the S-3.

Our auditors have expressed uncertainty as to our ability to continue as a going concern as of our fiscal year ended December 31, 2013. For the fiscal year ended December 31, 2013, we had an accumulated deficit of $14,837,317...
We anticipate that our existing cash and cash equivalents will not be sufficient to fund our longer term business needs and we will need to generate revenue or receive additional investment in the Company to continue operations. Such financing may not be available in sufficient amounts, or on terms acceptable to us and may dilute existing stockholders.
This doesn't give investors a great deal of confidence.
