Multiple court cases. Multiple BILLIONAIRES, multiple mutual funds, multiple hedge funds, multiple activist GROUPS... hell... even state government retirement funds have a claim against this... Dick Bove writing the president openly suggesting release... *yawn*.

Oh... that's right. The 3rd amendment (sweep agreement) hand shook between the FHFA and Treasury to prevent all future profits going to the GSEs when they had forecasts of expectations and determined it would be best to simply reduce the GSEs available cash balance each year as well.
