Where do they say it's a TV Ad during any of the Games?
All they are saying is: they will be advertising "during" the Super Bowl.
No word about how and when. It basically just specified the Timeframe for the planned advertising campaign.

Of course did they chose that specific Timeframe, that way they are able to use the word NFL and give the BS PR a nice twist.

Ad's are averaged around $4 million for 30 seconds worth of ad time during the game
