Newbies Investing Questions

L2 Question please: I see an Ask of say 10K shares. It gets slapped all day with hundreds of thousands or even millions of buys but stays 10k and the same price. How are the mm's able to hide the actual amount of shares that are at that price and still only show 10k available? Is there a level 2 elsewhere that can see the "true" share amount at that price? Is that practice legal? I use Etrade L2 and it just shows 10k. Thank you.
