You are correct on both counts about Keel. I posted the link sometime ago showing his defeat. His brother Terry Keel is a Texas Rep. The Keel family has always been well thought of in Austin. Terry was county sheriff for some years and took no crud from anyone. The county commissioners could not run over the guy.

I read what you say about the APA but I keep coming back to why he was there. He was to rule on a settlement between two parties. He listened to anyone who wanted to speak. Had letters for the settlement and letters against the settlement. I know that some feel like he should have done more but nobody was there to object to the settlement, in person that is.

I dont claim to know what powers or decisions he could have made. I just know from being there that the two parties wanted to settle and I believe that is what he was asked to do. Could he have thrown out the settlement, I guess he could have but on what grounds as only one person objected.
