It could have been a market maker trying to get notice on 1/14 http://www.profitspi.com/stock/view.aspx?v=price-and-chart&p=21741&i=RKTI&pv=recent-symbols&pp=RKTI#&&vs=634954115256922262

But I doubt it, and.. as a rule of thumb most extreme 10day alerts if they don't move right away they can take up to 6 weeks.

And no, lol, that's not all I read into this.
