I agree with your thought that change has to start "at the highest level." Ultimately, however, human nature trumps any such change. I remain of the conviction, as I posted here on 11/1/2012,
that

The attitude here is, and will be, take a pill or two, change nothing else in terms of exercise and dietary restrictions, and I will lose weight inevitably. History has proven that postulate to be false for the great majority of humans.

Is it different in Israel?
