Has to do with Emissions and Carbon Credits. The United States does not want to be involved in establishing the Carbon Credits system of energy and emissions conservsation here in the U.S. because it would be expensive. Big Businesses have fought and will fight the EPA on setting of standards, even though the EPA, through legislation by Congress, is slowly implementing tougher and tougher emissions standards across all industries. There are industries, even in shipping, whose focus is not necessarily on fuel savings, but in emissions reductions, and the Emissions Requirements coming out in 2014 are going to cost them big time in terms of plant and equipment replacements and modifications. For those potential customers, fuel savings is a bonus, but the real money is in not having to replace 'million dollar' plus equipment if they can utilize an HHO unit to meet 2014 standards for a fraction of the cost. That, by the way, is what brought the locomotive industry to HLNT/AHS. This will be seen in Rail and Waterway shipping as well as large stationary plants. It is bigger than the Trucking industry.
