They didn't spend 5% of what Ikanos required. You have to add up what they spent for ANI, and what ANI spent to develop powerstream if you want to see what it has cost for Embarq to get to this point.
We know what Rim is spending from this point on to finish the FPGA (which HS confirms). If you want to argue that the FPGA can't be finished by HS because not enough money has been spent, you can take that argument up with them.
