You are right.
It doesn't say that anywhere, that is supposedly the time frame that I have heard before they might register the series B stock. So lets call it a rumor.
But could be sooner or later than that.

AS I said in my post, thats the plan that i've heard. Whether it happens or not remains to be seen.

And your understanding is correct, they are to be restricted until such time as seen fit by the company.
