The court makes the following recommendations to the Bureau of Prisons: That Mr. Bland be designated to a facility in or near Dallas, Texas. The Court further recommends that Mr. Bland be enrolled in a drug treatment program while incarcerated. The defendant shall surrender for service of sentence at the institution designated by the Bureau of Prisons: before 2 p.m. on Monday, July 12, 2012. The drug testing condition is suspended, based on the court's determination that the defendant poses a low risk of future substance abuse.
