I should have worded that differently. They have failed on each occasion to get third party claims testing done, or failed to inform the results if they had in fact done.

Notice the comments in the link on private 2009 about everything ready, financing, product revision from past problemwith AQUAPRIN.
The comments of claims testing by 3rd party are "intended to be done." Nothing is ready without that first priority..
Same with public PHAR. 3rd party testing was a #1 requirment to move forward. We were told they were underway. But nothing.

My opinion i mentioned is based on "whats the problem". If they have had test done ,whats the result...I feel that a problem is with this area ,, but the failure i should have alluded to was,, PHAR/HOWARD has failed to do tests OR have done tests and failed to tell us the results that were contradictory to claims. PHAR AQUAPRIN would have no value to investors if claims have failed.

No earthly reason to hold back if 3rd party claims were positive.
Failure in that area IMO dooms the big money investors needed to sustain operation.
