The figures you provided show a substantial increase of gov't research funding during the past 11 years. For example, in 2000 in (000's), the NIH research budget was $17,813,739. By 2011 it had increased, pre-inflation, to 30,630,328.
Similarly in 2000 the NIH AIDS research budget was $1,599,630. In 2011, it had nearly doubled, pre-inflation, to 3,059,243.

You mentioned inflation, and by my calculation, per the figures stated at http://www.inflationdata.com/inflation/inflation_rate/historicalinflation.aspx, a dollar at the beginning of 2000 was worth $.06946 at the end of 2011. Adjuested for that measure, the NIH budget increased by 19%, while the AIDS research budget increased by 33%.

So, no, it was not a rant, but an educated guess, and your figures prove my statement: Government funding for research has increased, at the same time as, apparently, research quality has declined.
