The post below is from another board, but worth reposting here imo.

For those who have been asking why China? Why do they seem to be first in line for the AOT?

Sure they have the mandates to decrease energy consumption by 16%, but they now produce the most crude. PetroChina is ginormous, and once they have the AOT, that will help them increase their margins and revenue - Exxon will soon have to follow. Makes me smile knowing what's coming soon. We're in the right place at the right time.
