Insiders always buy at a discount. They don't buy at super inflated prices.

He could have bought 4 times the amount ( 12M shares ) today at .005
and ten times the amount ( 30M shares ) at .002

No way this insider bought 3M @ .02. Why would an intelligent investor do that when he could have bought 15M shares at .004 when it was announced?

It's a game to lure naive investors and they just got slaughtered on another dump of Toxic Convertibles
