I would guess some of the following:

1. If theICC rules that Samsung has a 3G license through 2006, it would protect Samsung from any patent infringement laswsuit brought by IDCC against Samsung for useage through 2006,

2. Application of the IDCC/Nokia license for 3G to Samsung would mean that Samsung would not pay a worse rate than Nokia, and

3. If IDCC did not sign with a 3G trigger through the end of 2006, Samsung might be able to argue that they would be entitled to free use of 3G through the end of 2006. [This is similar to the concern raised before the Ericy settlement about what happend to Nokia if 2G was never triggered.]
