My guess is Troy's private investors, consultants and vendors haven't finished unloading their shares yet. That might explain why we keep getting millions and millions of shares day after day with no bid. IMO, once those shares dry up then we will see the R/S.
Now as for it being a 500-1 reverse, that is a different story.
My guess is Troy will revise it to be a 1200-1 reverse.
