Timber waste is most certainly dead (hence waste) and therefore has begun the drying out process. Many components of raw timber waste possess water content at less than 20%. According to this article, less than 50% is the key number.

As for the heat source, apparently when you remove the oxygen and add other gas's there is 3 times the combustability in these torrefaction units. Watch the video and enjoy.
