The Mayor of Bladensburg sent a letter to SavWatt agreeing to partnership and pilot program with SavWatt. See the SavWatt news page on their website. I'm guessing the town has some budget items related to this. Something showing scope and commitment to the project.

Deal on the merits of the company, not on the hopes or fears of the inexperienced.
