mlsoft, I agree with you, but I'd like to suggest one more factor which may be delaying capitulation. That is the fact that so many people have money in 401Ks (etc) these days.

I think many people have been so strongly conditioned in the beliefs that {a} because they will (probably) not need this money until retirement "there is no need to be hasty," and {b} "the stock market always comes back," that they don't think of these funds as being either speculative or at risk. IMDO, capitulation for these folks may not come until they realize that they are going to have to work an extra "X" years in order to afford retirement.

I also think that some of these folks will never figure it out, i.e., they will simply retire to a lower standard of living than they could have had -- without ever realizing that their inaction now is the cause.
