You have some points but, no offense, they are poorly investigated.

As for the assets, well the dredges were already PR'd in regards to financing and the operators (mostly african laborers) will be paid very little. As for experienced operators, well each dredge will likely need just one very well trained operator and 2 other laborers to do as he tells. Next in regards to the rainy season, well I guess you have no idea what the weather conditions actually are so just to let you know, the rainy season doesn't start till April so they will have a full quarter of dredging prior to interruptions. It is true that the rainy season is pretty bad and will be a huge interruption but then again mining and dredging is the life blood of the area so I would think some one out of the 6m population has a clue how to handle it.

"Rich in minerals, Sierra Leone has relied on mining, especially diamonds, for its economic base. The country is among the top 10 diamond producing nations in the world. Mineral exports remain the main foreign currency earner. Sierra Leone is a major producer of gem-quality diamonds. Though rich in diamonds, it has historically struggled to manage their exploitation and export."

Also wages in those areas are insanely low so I would imagine the company would need to dilute by another 100m or so shares, 10% dilution.

The dredges themselves are easily maneuverable and I am sure the people who build them have some knowledge of what to do. After all we have Alan on board to assist.

I included a link so you can start some DD on SL.

As for infrastructure well once again you do not know the conditions there. Mining in SL is huge and many mining companies already exist. I highly doubt that no infrastructure has been created over the last 2 decades for all the current mining operations. They are 10th largest diamond mining country in the world but yet you think their is no infrastructure for mining. HHHMMM

SNEY may or may not have the cash to handle this and in that regard you are right. However if they do begin to produce alluvial gold or REE's then I imagine the funding might come a bit easier then you think.

Over the next 3 months we will know for sure.

Remember this is a Pink Sheet company so it is far from established. High risk for High Reward.
