To appeal, you need to file appeal within a certain timeline - I'm not an expert in civil procedures, but it's usually w/in 30 days or so. That wasn't done, so any issues decided by the appellate court are now finally decided.

Of course, the additional 60M that may be due to Anchor could be appealed, as can the determination of the amount of the gross up, but that's it. First the DOJ would have to appeal to the court of appeals, then to the S. Court. But the S. Court takes very, very few appeals, and I suspect they're very unlikely to want to take on a "fact specific" appeal related to how damages are computed in this instance.
