If your statement were true, why then would Pink otc have taken the time to create different titles of categories. A stop sign is different from a CE rating; an opinion/ classification generated by Pink otc, which is shared by CEo's, board members and shareholders alike.
CE ratings are issued for- Questionable promotion, spam, Investigation of fraud, suspension of trading and list goes on.
Stop signs are issued for one reason- The company may not be making material information public. A trait which; IMO, is not doom and gloom or splitting category hairs, as you imply.
