You're not buying anything on margin, but you are trading from a margin account. Which is different than a regular cash account. In a cash account when you sell shares of a stock you can not reuse those funds until they settle in 3 days. When you sell those same shares, but from a margin account the funds are available immediately.

"Sort of" is harmless "Sort of". Is a filler. But sometimes, "sort of" means everything. Like after "I love you" or "You're going to live" or "It's a boy".
