Insiders can not trade during first and last half hour. SEC rule. If they could they could affect gap up and gap down. Plus many tech parameters weigh open and close price. Insiders trading during this time frame would affect stock techs too much and allow direct manipulation/control by insiders.

Common knowledge- I have been told by brokers and also seen the SEC rule. I bookmarked it a long time ago but lost it.
