Well, actually it does matter how long ago it was... You sees now, permanent injunction is equivalent of your daddy saying "You are now forbidden from cheating on a test!"

You got caught, your daddy knows what you did, and forbids you from doing the bad thing again. So now, if you get caught again, your daddy will punish you, aka ground you.

As for the man in question, if he gets caught again doing the bad thing that he was forbidden to do (slapped with permanent injunction), no matter how much time has passed, his punishment for it will be considerably more severe.

Considering the man has NOT been charged for the same thing again, and has not been in jail (as that is the likely result of him breaking the same law again), I think it's safe to say he's learned his lesson.

The only relevance of the word "permanent" here is that the guy is a whole lot less likely to break that same law again, else he's going to be "grounded" by The Man.
