An electrical permit will be required if the upgrades being performed include a new service entrance. This would be necessary if the existing service is deemed inadequate. Otherwise, no electrical permit should be needed. Of course, NY may be different than most other places.

The point of my post was that these permits and inspections, if required, are routine as long as there are no variances requested or code exceptions discovered.

An electrical permit? Puh-leaze.
